Plain English Summary

1/10 complexity

This is a formal commencement proclamation — essentially a legal trigger that turns on specific parts of an existing law.

What it does:

Sets 1 October 2012 as the date when Schedules 1 and 2 of the Parliamentary Counsel and Other Legislation Amendment Act 2012 come into force (become legally active).

Why this matters:

Laws often pass Parliament but don’t start immediately. The Governor-General issues these proclamations to choose the exact start date.
Without this document, those two Schedules (the specific changes to the law) would remain dormant.

Who made it:

The Governor-General (Quentin Bryce), acting on advice from the Federal Executive Council, using the power granted by section 2 of the parent Act.
