Plain English Summary

1/10 complexity

This document is a formal proclamation by the Governor-General that activates part of an existing law by setting its start date.

Specifically, it fixes 17 June 2011 as the day when Schedule 1 of the Offshore Petroleum and Greenhouse Gas Storage Regulatory Levies Legislation Amendment (2011 Measures No. 1) Act 2011 comes into force (begins operating).

Why this matters:

Laws often don't start immediately after Parliament passes them; the government must officially "proclaim" (announce) the commencement date
This proclamation activates the amendments contained in Schedule 1, which likely involve regulatory levies (fees) for offshore petroleum and greenhouse gas storage projects
Until this date was proclaimed, those specific amendments had no legal effect, even though the Amendment Act had already been passed by Parliament
