200 Refusal to grant infrastructure licence
If: (a) an application for the grant of an infrastructure licence has been made under section 198; and (b) the Joint Authority decides not to give the applicant an offer document under section 199; the Joint Authority must, by written notice given to the applicant, refuse to grant the infrastructure licence.
