Plain English Summary

2/10 complexity

Allows the Minister to make specific public places and times "prescribed areas" where being naked is not, by that fact alone, an offence. It affects anyone in those areas and requires the Minister to consult the local municipal council and publish notices; it matters because it replaces blanket criminality with a time-and-place exemption and creates an administrative decision point for which places and times are permitted.
