Plain English Summary

1/10 complexity

This notice names Telstra as Australia’s primary universal service provider, legally requiring it to ensure nationwide access to basic telephone services, payphones and other prescribed carriage services.

The designation guarantees that people in remote or commercially unviable areas can get basic phone access; Telstra must deliver those services even where unprofitable, all Australians gain entitlement, and other carriers may have contribution obligations to support the scheme.
