46 Proceeding for review of reviewable decision (1) The objective of the Tribunal exercising its review jurisdiction is to produce the correct or preferable decision. (2) A proceeding in the Tribunal's review jurisdiction will include: (a) an examination of the evidence or the material before the decision maker; and (b) a consideration of any further evidence or material that the Tribunal decides, in the circumstances of the particular case, to admit for a rehearing. (3) The reasons for decision provided by the decision maker, or any grounds for review set out in the application, do not limit the Tribunal in conducting a proceeding in the Tribunal's review jurisdiction.
