40 Minister may appeal Tribunal's order If the Minister appeals under section 141 against a decision of the Tribunal to revoke a certificate under section 39, the decision of the Tribunal is stayed until: (a) the application for leave to appeal is dismissed; or (b) if leave is granted – pending the determination of the appeal.
