39 Tribunal may revoke certificate (1) The Tribunal may revoke a certificate under section 38 if it considers the disclosure of the information or document would not be contrary to the public interest. (2) For this section, the Tribunal is to be constituted by the President. (3) A person in possession of the information or document to which a certificate applies must produce it to the Tribunal on request. (4) A question of whether or not the disclosure of information or a document would be contrary to the public interest is a question of law.
