What it does
This statutory instrument, Statutory Rules 1927 No. 83, amends the Northern Australia Regulations (earlier made as Statutory Rules 1927 No. 12) under the authority of the Northern Australia Act 1926. It was made by the Governor-General, acting with the advice of the Federal Executive Council, and is dated 3 August 1927. The instrument takes effect "forthwith", that is, immediately on its making, according to the instrument text.
Mechanically the instrument effects three discrete textual changes to Regulation 3 of the existing Northern Australia Regulations under the heading "Power of Commission". The amendment provisions appear in three short sub‑clauses:
- (a) omits the third occurrence of the word "and" from sub‑paragraph (ii) of Regulation 3;
- (b) inserts the word "and" at the end of sub‑paragraph (iii) of Regulation 3; and
- (c) adds a new sub‑paragraph to the end of Regulation 3, numbered "(iv)", in the form: "(iv) the encouragement of primary production".
The operative result is that Regulation 3, which sets out the "Power of Commission", now contains an explicit additional sub‑paragraph authorising or directing the Commission to pursue "the encouragement of primary production". The instrument does not reproduce the full text of Regulation 3 as amended; it supplies only the amendments. The instrument also identifies itself as an amendment of Statutory Rules 1927 No. 12.
Administrative metadata recorded on the instrument includes the signatures and officials responsible: Stonehaven, Governor‑General; Neville Howse, for the Minister of State for Home and Territories. It was printed by H. J. Green, Government Printer for the State of Victoria, and the printed copy carried a price of 3d.
In short, this instrument changes the textual scope of the Commission's power in Regulation 3 by adding an express objective or function described as "the encouragement of primary production", together with small connective punctuation changes to the existing sub‑paragraphs to accommodate the new item.
