Plain English Summary

2/10 complexity

These regulations allow the federal Minister to appoint temporary administrative staff to the Norfolk Island Legislative Assembly (the island's parliament) when no permanent Clerk is in place.

What it does:

Allows the Minister to appoint a temporary clerk to act as the Clerk of the Legislative Assembly (the chief administrative officer who manages parliamentary proceedings and records) until a permanent appointment is made under local Norfolk Island law
Gives the temporary clerk the powers and duties determined by the Minister, until the Legislative Assembly decides to arrange these differently
Allows the Minister to appoint a deputy temporary clerk to assist the temporary clerk

Why it matters: These are transitional arrangements to ensure the parliament can function administratively—keeping minutes, managing papers, and advising on procedure—while permanent staffing arrangements are being established under the island's own laws.
