Plain English Summary

1/10 complexity

This regulation cancels (repeals) the Navigation (Rating of Seamen) Regulations from 1965.

What it does:

Completely removes the old 1965 rules that governed how seamen (sailors) were classified and rated by skill level under the Navigation Act 1912.
The cancellation took effect on 1 January 1982.

Who it affects:

Seafarers working on Australian-registered ships
Ship owners, operators, and maritime employers
Anyone involved in maritime training and certification

Why it matters: The repealed regulations had established formal systems for classifying sailors based on their skills, experience, and qualifications. By cancelling these rules, the government either moved seamen rating standards into other legislation (such as the main Navigation Act or newer maritime safety laws) or updated the classification system entirely. This is a "housekeeping" measure to remove outdated maritime employment rules.
