Plain English Summary

1/10 complexity

This regulation repeals the outdated Navigation (Marine Casualty) Regulations 1990 and related amendments, replacing that reporting/investigation regime with the newer Transport Safety Investigation Act 2003 framework. The repeal is timed to coincide with commencement of the consequential amendments so investigations transfer smoothly to the new system.

It also removes obsolete cross-references in 2002 transport rules. Ongoing investigations started under the old regulations may be completed under those rules. Shipping companies and maritime safety authorities are the primary stakeholders.
