Plain English Summary

1/10 complexity

These regulations establish the core principles for deciding how many crew members ("manning") a ship must carry under the Navigation Act.

What it does: It prescribes two mandatory principles that must be applied when setting crew numbers:

Compliance principle — The crew must be sufficient to meet all requirements of the Navigation Act and related regulations.
Safety principle — The crew must enable the ship to operate safely, efficiently, and without damaging the marine environment.

Who it affects: Shipping companies, vessel operators, and ship masters responsible for crewing decisions on regulated Australian vessels.

Why it matters: It creates a legal baseline ensuring ships cannot sail understaffed, helping prevent maritime accidents and environmental harm caused by crew fatigue or inadequate personnel.
