Plain English Summary

1/10 complexity

This regulation cleans up old maritime law by repealing (cancelling) eight outdated sets of rules about how ship captains (masters) and deck officers (mates) get their qualifications.

What it does

Repeals specific regulations made between 1964 and 1976 that governed examinations for masters and mates under the Navigation Act 1912
These rules previously set out how seafarers qualified for certificates of competency (licences to command or serve on ships)

Who it affects

Maritime industry professionals holding or seeking certificates as ship masters or mates
The Department of Transport (responsible for maritime safety and certification at the time)

Why it matters

Removes outdated regulatory burden
Simplifies the legal framework for maritime qualifications
Note: The repeal technically took effect on 1 January 1981, even though the regulation was signed in December 1981 (retrospective commencement)
