Plain English Summary

1/10 complexity

This proclamation switches on the bulk of the Navigation Act 2012. It fixes 1 July 2013 as the date when sections 3 to 343 of that Act commence (come into legal force).

What this means:

From 1 July 2013, the new rules for maritime safety, ship registration, and seafarer employment standards in the Navigation Act 2012 became legally binding.
It affects ship owners, operators, and crew working in Australian waters.
This is a procedural instrument—it doesn't create new rules itself, but triggers the start date for rules already written in the parent Act.
