What this does

This regulation is a clean-up measure that scraps three old sets of rules about maritime qualifications.

Specifically, it repeals regulations from 1964, 1965 and 1978 that governed Certificates of Service. These were official documents issued to ships' officers (like masters and engineers) proving they had completed the required amount of time at sea — essentially a way to verify professional experience before full licences were granted.

Who it affects

Primarily affects seafarers (sailors, ship officers, marine engineers) and shipping companies who previously had to comply with the certificate rules. It also affects the bureaucrats who administered these schemes.

Why it matters

By 1981, these specific certificate schemes had likely become outdated or were replaced by newer qualification systems. This repeal tidies up the rulebook by removing redundant red tape, ensuring mariners and employers aren't burdened by obsolete paperwork requirements.

The repeal took effect on 1 January 1982.
