183Proceedings at instance of consul only

#### 183 Proceedings at instance of consul only No warrant shall be issued and no offence shall be punished under this Part unless either: (a) the action is taken at the instance of the consul of the country to which the ship belongs; or (b) the Authority has notified in the Gazette that the government of that country has, in regard to seamen belonging to ships of that country, requested that this Part may be enforced.
