Plain English Summary

1/10 complexity

What this law does: This Act authorises the withdrawal of £2,590,000 (approximately $5.2 million in today's value) from the Consolidated Revenue Fund — essentially Australia's central government bank account — to build a naval fleet for the country's defence.

Who it affects:

Australian taxpayers: The money comes from public revenue (taxes and government income)
The Department of Defence/Navy: Receives the appropriated funds placed into the "Naval Defence Account" (a special trust account)

Why it matters: This is a straightforward "money bill." Under Australian law, the government cannot spend public money without specific parliamentary approval through legislation like this. The Act unlocks funding specifically for constructing warships and naval infrastructure, marking a significant investment in Australia's independent naval capability during the early years of the Commonwealth.
