In this part— existing permit see section 154 (1) . new permit , for the holder of an existing permit who has made a renewal request, means a commercial activity permit that is, or would be granted, to the holder under section 158 . renewal request see section 154 (1) . substantially the same , in relation to activities, see section 153 (1) .
