19 When exemptions may be amended
An exemption of a person or vehicle from a requirement of a provision of the Vehicle Standards may be amended by the Minister if: (a) since the exemption was made, a change has happened in relation to something the Minister considered in deciding to make the exemption; and (b) the exemption would have been made how it is proposed to be amended if the change had happened before the exemption was made.
