13 Trailers not complying with Vehicle Standards
(1) This regulation applies to a trailer, whether or not the trailer is part of a combination. (2) If the trailer contravenes a provision of the Vehicle Standards applying to the trailer (other than as a vehicle forming part of a combination), the operator of the trailer commits an offence.
Penalty: $2,000
(3) Subregulation (2) does not apply to the person in whose name the trailer is registered, or otherwise authorised to be driven or towed on a road or road‑related area, by a vehicle registration authority if the person proves that, at the relevant time: (a) the person was not responsible for maintenance of the trailer; and (b) someone else was responsible for maintenance of the trailer.
