18 Regulations may exclude heavy vehicles from this Act
(1) The regulations may provide that this Act does not apply to a heavy vehicle, or heavy vehicles of a kind, identified in the regulations. (2) The regulations may allow the registration authority to exempt a heavy vehicle from the requirement to be registered subject to compliance with conditions specified in the regulations.
