11 Who is a consignor
A consignor is a person who: (a) engages someone, directly or through an agent or other intermediary, to transport goods by road; and (b) has possession of, or control over, the goods before they are transported; and (c) is not the employer of the driver of a heavy truck or commercial bus that transports the goods.
