17 Regulations to be based on Supporting Principles
(1) The State or Territory may make regulations consistent with the Supporting Principles prescribing matters: (a) required or permitted to be prescribed by the Primary Principles; or (b) necessary or convenient to be prescribed for carrying out or giving effect to the Primary Principles. (2) The regulations may apply, adopt or incorporate by reference documents published by the National Road Transport Commission and approved by the Ministerial Council for Road Transport, either as published or as amended from time to time.
