Plain English Summary

1/10 complexity

This document is a formal commencement proclamation that activates the National Transport Commission Act 2003. It declares that sections 3 to 52 of the Act will come into force on 15 January 2004.

What this means:

The National Transport Commission (a body that develops national transport laws and regulations) becomes legally established and operational on this date
Who issued it: The Governor-General, acting on the advice of the Federal Executive Council and the Transport Minister
Legal basis: Made under section 2(1) of the Act itself (the provision that allows the Governor-General to set start dates)
Why sections 3-52: Section 1 of Acts is usually the short title, and section 2 usually covers commencement mechanics—so this proclamation switches on all the substantive parts of the law (establishment, functions, powers, and administrative provisions)

Without this proclamation, the Act would remain dormant "on the books" but unenforceable.
