Plain English Summary

2/10 complexity

These wartime regulations use emergency national‑security powers to make a specific industrial award for New Guinea gold miners legally binding—giving Commissioner Arthur Blakeley’s August/September 1941 award the same force as a decision of the Commonwealth Court of Conciliation and Arbitration.

They directly bind the New Guinea and Papuan Miners and Workers Union and mining firms (e.g. New Guinea Goldfields Ltd, Bulolo Gold Dredging Ltd) to prevent industrial disruption of strategically important wartime gold production.
