21 Application of this instrument
This instrument applies in relation to: (a) a security classified document that is disclosed, or to be disclosed, in or for the purpose of: (i) a federal criminal proceeding or a civil proceeding that had commenced before the commencement of this instrument but had not been finally determined before that commencement; or (ii) a federal criminal proceeding or a civil proceeding that is commenced after the commencement of this instrument; and (b) national security information that is disclosed, or to be disclosed, in: (i) a federal criminal proceeding or a civil proceeding that had commenced before the commencement of this instrument but had not been finally determined before that commencement; or (ii) a federal criminal proceeding or a civil proceeding that is commenced after the commencement of this instrument.
