8 Initial status of dwelling
No incentive is available unless: (a) one of the following applies: (i) the dwelling was not lived in as a residence before the incentive period for the allocation begins; (ii) the dwelling was unfit for living in and after being made fit for living in was not lived in as a residence before the incentive period for the allocation begins; and (b) before the dwelling is first rented under the Scheme, there was a certificate of occupancy for the dwelling.
