#### 70 Approval of Black Spot Projects (1) The Minister may, in writing, approve a project as a Black Spot Project if, and only if: (a) the Minister is satisfied that the project is eligible for approval (see section 71); and (b) the Minister considers that it is appropriate to approve the project (see section 72). (2) An instrument approving a project is not a legislative instrument.
