sec.142 Insurance commissioner is first board
The insurance commissioner constitutes the board until it first consists of at least 4 members appointed under this Act. For subsection (1), the insurance commissioner has the functions and powers of the board stated in— section 67(1) and (3); and sections 86 to 88; and sections 91 and 92; and section 139.
