If the Commissioner: (a) has investigated a complaint concerning reviewable action under section 60; and (b) concludes that the action was affected by one of the grounds of complaint set out in section 58; the Commissioner: (c) must report to the CEO about the complaint; and (d) may make one or more of the recommendations set out in section 67 to the CEO in relation to the complaint.
