22XRAlternative constitutional basis

#### 22XR Alternative constitutional basis (1) Without limiting their effect apart from this section, the safeguard provisions also have effect as provided by this section. External affairs (2) The safeguard provisions also have the effect they would have if: (a) subsection (3) had not been enacted; and (b) the safeguard provisions did not apply except to the extent to which they relate to: (i) matters of international concern; or (ii) matters external to Australia. Limited types of responsible emitters (3) The safeguard provisions also have the effect they would have if: (a) subsection (2) had not been enacted; and (b) each reference in: (i) section 15B; and (ii) section 18AA; and (iii) section 22XB; and (iv) section 22XC; and (v) section 22XF; and (va) section 22XNA; to a person were, by express provision, confined to a person who is: (vi) a constitutional corporation; or (vii) an authority of the Commonwealth.
