#### 22XL Baseline emissions number (1) The baseline emissions number for a facility for a financial year is the number ascertained in relation to the facility in accordance with the safeguard rules. > Note: See also section 22XQ. (2) The baseline emissions number for a facility for a period other than a financial year is the number worked out using the formula: ![Start formula start fraction Baseline emissions number for the facility for a financial year over 365 end fraction times Number of days in the period end formula](image.003.png) (3) The Minister must take all reasonable steps to ensure that safeguard rules are in force for the purposes of subsection (1) at all times on and after the safeguard commencement day.
