(2) An act or thing done by the Council (whether by resolution, instrument or otherwise) does not cease to have effect merely because of a change in the Council's membership. 62—Regulations The Governor may, on the recommendation of the Council, make regulations prescribing all matters— (a) required or permitted by this Act to be prescribed; or (b) necessary or convenient to be prescribed for carrying out or giving effect to this Act. 63—Review of operation of Act (1) The Council must cause a review of— (a) the operation of this Act and the Act of each other participating jurisdiction that corresponds to this Act; and (b) the extent to which the object set out in section 3 of each such Act has been achieved, to be undertaken as soon as possible after the fifth anniversary of the commencement of that corresponding Act of the Commonwealth. (2) The report of the review under subsection (1) is to be tabled in each House of Parliament within 12 months after the fifth anniversary of that commencement. (3) As soon as possible after the end of every five year period following the review under subsection (1), the Council must cause a further review of the kind set out in subsection (1) to be undertaken. (4) The report of each further review is to be tabled in each House of Parliament within 12 months after the end of the period to which it relates.
