9 Regulations
> > (1) The Governor may make regulations, not inconsistent with this Act, for or with respect to any matter that by this Act is required or permitted to be prescribed or that is necessary or convenient to be prescribed for carrying out or giving effect to this Act.
>
> > (2) The regulations may modify the operation of the National Electricity Rules, to the extent that they apply as a law of New South Wales, by making provision for or with respect to—
> >
> > > (a) exempting the lessor of a transacted distribution system or transacted transmission system under the [Electricity Network Assets (Authorised Transactions) Act 2015](/view/html/inforce/current/act-2015-005) from the requirement to be a registered participant under the [National Electricity (NSW) Law](/view/html/inforce/current/act-1997-20a), or
> >
> > > (b) matters (including matters of a savings or transitional nature) that are consequential on the enactment of the [Electricity Network Assets (Authorised Transactions) Act 2015](/view/html/inforce/current/act-2015-005) or an authorised transaction under that Act.
>
> > (3) The regulations may modify the operation of the National Electricity Rules, to the extent they apply as a law of New South Wales, by providing for relevant events requiring the payment of strategic benefit payments.
>
> > (4) In this section—
> >
> > relevant events means the following—
> >
> > > (a) pass through events for the National Electricity Rules, clause 6A.7.3,
> >
> > > (b) positive change events for the National Electricity Rules, clause 6A.7.3,
> >
> > > (c) negative change events for the National Electricity Rules, clause 6A.7.3.
> >
> > strategic benefit payment has the same meaning as in the [Electricity Supply Act 1995](/view/html/inforce/current/act-1995-094).
