Plain English Summary

1/10 complexity

This document is a commencement proclamation—essentially a formal “go live” notice for key parts of the National Disability Insurance Scheme Act 2013.

What it does It sets 1 July 2013 as the date when specific sections of the NDIS Act become legally active, including:

Chapters 2 and 3 (core NDIS operations)
Division 1 of Part 1 of Chapter 4 (transitional arrangements)
Parts 4, 5, and 6 of Chapter 4 (operational matters)
Chapter 5 (general provisions)

Why it matters Australian Acts often pass Parliament but lie dormant until a government official formally “switches them on” by naming a commencement date. This proclamation activated the substantive parts of the NDIS framework, allowing the disability insurance scheme to begin operation.

In simple terms: Think of the Act as a new appliance and this proclamation as plugging it into the wall on 1 July 2013.
