96 Lost certificate, licence or permit (1) Whenever a certificate of registration, a licence or a permit has been lost or destroyed, the owner, the licensee or the holder of the permit shall forward to the Registrar a statutory declaration of the loss or destruction. (2) The Registrar shall, if he has no reason to believe that improper use has been or is being made of the certificate, licence or permit, and upon payment by the owner, licensee or holder of the permit, of the prescribed fee, issue to him a certified copy of such certificate, licence or permit which shall be of the same force and effect as the original certificate, licence or permit.
