59 Exemption of vehicles (1) A person, on payment of the prescribed fee, may apply to the Registrar for an exemption under this section and the Registrar, on receipt of such an application, in his discretion and subject to such conditions and for such period as he thinks fit, may, by instrument in writing, exempt a particular vehicle or vehicles included in a particular class of vehicles from the operation of one or more of the provisions of Part 5A, the Standards or Schedule 4. (2) The Registrar may, by notice in the Gazette, exempt a class of vehicles from Part 5A, the Standards or Schedule 4 on such conditions as the Registrar thinks fit and specifies in the notice, including the condition that the exemption only applies to vehicles in relation to which an application in the approved form, accompanied by the prescribed fee, has been made by the vehicle's owner and accepted by the Registrar.
