40 Return of trader's plates to the Registrar Where the Registrar is satisfied that a trader has ceased, by reason of the sale or disposal of his business or otherwise, to be entitled to be licensed, the Registrar may request that person to return to the Registrar any trader's plates issued to him and that person shall comply with the request forthwith.
