123A Registrar may approve credit arrangement Notwithstanding any other provision of this Act, a reference in this Act to an action that may only be performed, or an instrument that may only be issued, on the payment of a fee or charge, may be taken or issued where arrangements, approved by the Registrar, have been made for the payment of the fee or charge.
