119A Defendant deemed to be person named in certificate Where, in respect of a prosecution for an offence against this Act, the Regulations or any other Act or instrument of a legislative or administrative character in force in the Territory, a certificate is, in accordance with this Act, prima facie evidence of a matter stated in the certificate, it shall be presumed without the need for further proof, unless the contrary is proved, that the person named in the certificate and the person charged with the offence is the same
