Plain English Summary

1/10 complexity

This law exempts certain motorized wheelchairs/mobility scooters from being treated as road vehicles, so they aren’t subject to car-style safety and design rules. It affects people who use these devices and their manufacturers by defining eligible chairs as self‑propelled, single‑occupant, under 10 km/h on level ground, and at least 40 kg unladen, and by excluding prams, strollers, and shopping trolleys. The change keeps mobility aids regulated less like cars, avoiding costly vehicle standards.
