31A Refusal of driver's claim The Commission may refuse to consider a claim in respect of an accident made by the driver of a motor vehicle if the driver did not report the motor accident in accordance with regulation 19(2) of the Traffic Regulations 1999, unless, in the opinion of the Commission, the driver had a reasonable excuse for not doing so.
