70 Initial consideration of mineral title application (1) Before making a decision about a mineral title application, the Minister must take into account whether the applicant has met the necessary criteria for the application. (2) If the Minister is satisfied the applicant has not met the necessary criteria for the application, the Minister may refuse the application. (3) The Minister may also refuse the application if satisfied it is appropriate to do so for another reason. (4) Without limiting subsection (3), the Minister may be satisfied it is appropriate to refuse an application for the grant or renewal of a mineral title if there is clear evidence that the applicant is not a fit and proper person to hold the mineral title.
