262  Compensation for dependants other than wholly dependent partners and eligible young persons   The Commonwealth is liable to pay compensation for a person if:  (a) the person was a dependant of a deceased member immediately before the member’s death; and  (b) the dependant was neither:  (i) a wholly dependent partner of the member; nor  (ii) an eligible young person who was a dependant of the member;  (c) section 12 applies in respect of the member; and
