This instrument applies in relation to the following: (a) each person included in a class of persons mentioned in column 1 of items 1, 3 and 4 of the table in subsection 7(1), if the invitation mentioned in those items is issued on or after the day this instrument commences; (b) a person included in the class of persons mentioned in column 1 of item 2 of the table in subsection 7(1), if the visa application mentioned in that item is made by that person on or after the day this instrument commences.
