Plain English Summary

1/10 complexity

This document is a commencement proclamation—a formal legal notice by the Governor-General that activates part of a law already passed by Parliament.

What it does:

Sets 12 April 2002 as the date when Schedule 1 of the Migration Legislation Amendment (Transitional Movement) Act 2002 comes into force
Made under subsection 2(1) of that Act, which authorized the Governor-General to fix the commencement date

Why it matters: Australian laws often require this extra step (a "proclamation") before they actually take legal effect. Until this document was signed, Schedule 1 of the Act remained inactive—Parliament had passed the words, but they weren't legally binding yet. This proclamation flicks the switch.
