2. Decide which test to undertake if not exempt. Use s 6(1)(a). The list of accepted tests is discrete. Only those tests specified may be used to satisfy subclause 500.213(1): Cambridge Advanced Test (C1 Advance), CELPIP General, IELTS Academic, IELTS General Training, LANGUAGECERT Academic, MET, OET, PTE Academic, TOEFL iBT.

3. Confirm whether the test was taken before or after commencement. If the test was taken on or after 7 August 2025, apply s 6 and Schedule 1. If the test was taken before commencement, apply s 8 and Schedule 3. The applicable Schedule sets the numeric thresholds.

4. If relying on reduced scores tied to preparatory pathways, make sure the enrolment and timing conditions are satisfied. For the Column 3 reduced threshold, the applicant must be enrolled in at least 10 weeks of an ELICOS that accompanies the principal course and is intended to commence after the application, or in a standard or extended foundation program, or in a registered course listed in Schedule 2 (s 6(3)). For Column 4 reduced thresholds, the ELICOS must be at least 20 weeks and accompany a principal course intended to commence after application (s 6(4)). Ensure the enrolment documents expressly state intended commencement dates and the ELICOS is explicitly "accompanying" the principal course.

5. Ensure test evidence falls in the 24 month validity window. Per s 6(1)(b) and s 8(1)(b), tests are accepted if undertaken within 24 months before the application date when evidence is provided at lodgement, or within 24 months before the decision date when evidence is only provided later. Prefer to provide test evidence at lodgement to lock in the application-date lookback and reduce risk from processing delays.

6. Match the test result format to the applicable Schedule. Given the differences between Schedule 1 and Schedule 3, ensure the test result is submitted in a format that corresponds to the Schedule that will be applied. For example, if using OET and the Schedule requires component B grades (Schedule 3), submit the component grades; if Schedule 1 expresses OET in numeric "overall band score" form, get departmental confirmation on acceptable format before relying on the numeric measure. Where test nomenclature seems inconsistent (for example C1 Advanced versus CAE), obtain a formal confirmation from the Department or obtain additional evidence that ties the test certificate to the instrument's listed test name.

7. Provide clear documentary proof for exemptions. If relying on a nationality exemption, provide a valid passport confirming citizenship per s 7(1)(a). If relying on Australian study exemptions under s 7(1)(d), provide transcripts and a statement that the course was conducted in English and the timing of the qualification. If relying on five years of study in English in one or more listed countries under s 7(1)(e), provide certified evidence demonstrating the duration and medium of instruction.

8. For applicants using pathway programs listed in Schedule 2, verify that the CRICOS course code and course name exactly match the Schedule entry. The instrument is enumerative; only the listed CRICOS codes/courses attract the pathway benefit. Ensure the principal course associated with the pathway is identified in enrolment documents.

9. Maintain contemporaneous records showing intended commencement dates. The instrument conditions some benefits on the principal course being "intended to commence after the Subclass 500 (Student) visa application was made" (s 6(3)(a), s 6(4)(b)). Written evidence from the provider stating the intended commencement date and that the ELICOS accompanies the principal course will be essential if timing is challenged.

10. Seek departmental clarification where Schedules appear inconsistent. Because the Schedules use different names and scoring formats for the same tests, practitioners should seek operational guidance from the Department or request a department-confirmed table that maps test certificates and scores to the instrument's requirements. Where time permits, obtain written confirmation or a departmental processing instruction reference to rely on in case of review.

11. Keep copies of all test result documentation and application-stage evidence. Because the 24 month windows differ depending on whether evidence is supplied at lodgement, retaining proof of lodgement and of the date on which evidence was provided will be necessary to prove compliance with s 6(1)(b) and s 8(1)(b).

12. Monitor provider or CRICOS status. If relying on a provider listed in Schedule 2, verify that the course remains registered and that the CRICOS code matches at the time of application. If a listed course becomes de-registered prior to decision, the statutory effect is uncertain; early confirmation with the Department is advisable.

By following these steps in order and documenting each step with contemporaneous evidence, applicants and their advisers can align the application with the instrument’s procedural and substantive requirements. Where ambiguity exists in the instrument’s scoring descriptors, administrative clarification from the Department should be sought in writing prior to lodging an application that relies on a contested interpretation.
