What this does

This is a commencement proclamation—a formal order that switches on part of an existing law. It fixes 23 November 2013 as the day when Schedule 2 of the Migration Amendment (Temporary Sponsored Visas) Act 2013 comes into force.

Why it matters

Parliament often passes laws but delays their start date. This instrument activates the changes contained in Schedule 2 of the parent Act on the specified date. It does not create new legal rules itself; it simply triggers the legal effect of amendments already enacted by Parliament.

Who it affects

This impacts anyone waiting for the provisions in Schedule 2 to become legally active, including employers sponsoring temporary visa workers and visa applicants in that program.
