232 Licence—cancellation by notice (1) The Minister may, by written notice (a cancellation notice), cancel a licence if satisfied on reasonable grounds that the licensee has failed to comply with a condition of the licence. (2) However, the Minister may cancel a licence only if— (a) the Minister gives the licensee written notice of the proposed cancellation (a proposed cancellation notice); and (b) the proposed cancellation notice states that written comments on the proposal may be made to the Minister before the end of a stated period of at least 28 days after the day the notice is given to the licensee; and
(c) the Minister considers any comments made in response to the proposed cancellation notice. (3) Subsection (2) does not apply if the licensee agrees, in writing, to the cancellation. (4) The cancellation takes effect on— (a) the day the cancellation notice is given to the licensee; or (b) a later day stated in the cancellation notice.
